About This Event

The purpose of this seminar is to provide information on a variety of reinsurance topics. Practical approaches to problems will be presented and discussion will be encouraged. Participants can expect to gain awareness and insight into difficult issues and are encouraged to share their own ideas.

Continuing Professional Education Credit

The CAS Continuing Education Policy applies to all ACAS and FCAS members who provide actuarial services. Actuarial services are defined in the CAS Code of Professional Conduct as “professional services provided to a Principal by an individual acting in the capacity of an actuary. Such services include the rendering of advice, recommendations, findings, or opinions based upon actuarial considerations.”

Members who are or could be subject to the continuing education requirements of a national actuarial organization can meet the requirements of the CAS Continuing Education Policy by satisfying the continuing education requirements established by a national actuarial organization recognized by the Policy.

This activity may qualify for up to 13.5* CE credits for the Seminar on Reinsurance for CAS members. Participants should claim credit commensurate with the extent of their participation in the activity. CAS members earn 1 CE credit per 50 minutes of educational session time not to include breaks or lunch.

*The amount of CE credit that can be earned for participating in this activity must be assessed by the individual attendee. It also may be different for individuals who are subject to the requirements of organizations other than the American Academy of Actuaries.

Paperless Meeting

Green seminars incorporate environmental considerations to minimize negative impacts on the environment. The CAS has taken a step in that direction by making the Reinsurance Seminar “paperless,” which means:

  • Paper copies of session handouts will not be provided in the meeting rooms.
  • Paper copies of the list of attendees will not be distributed, though a few copies will be available for review at the Reinsurance Seminar registration desk.
  • Seminar evaluations will be administered electronically
  • Session slides will be posted on the CAS Web Site at least two weeks in advance of the Reinsurance Seminar so that attendees can download, print, and bring handouts as desired. Please note that not every presenter will choose to provide a presentation for his or her session.

Once at the Reinsurance Seminar, attendees are encouraged view the list of attendees online, complete the online evaluation forms, and download presentations to a USB flash drive for the sessions they attend.
The CAS appreciates your participation in this effort to reduce the Seminar’s carbon footprint and impact on the environment.

Attire

Business casual attire is suggested for all sessions as well as all evening functions. Since meeting room temperatures and personal comfort levels vary, it is recommended that you bring a sweater or jacket to the sessions. In Washington D.C. the average high temperature during June is 85 degrees and the average low is 65 degrees.

The 2017 Seminar on Reinsurance will be held Monday, June 5 and Tuesday, June 6 at the The Fairmont Washington, DC. The registration fee includes a welcome reception on the eve of the seminar, a reception on Monday evening, continental breakfast, lunch, refreshment breaks both days, and seminar materials.

All fees will increase by $200 for registrations received on or after May 8, 2017.

Overview

Casualty Actuaries in Reinsurance, or CARe, was founded in 1988 by a group of reinsurance actuaries who saw the need for a forum to discuss their common practical issues and to foster reinsurance research and education. CARe was later organized as a special interest section of the CAS.

CARe is guided by the Senior Actuaries Group, which is composed of chief actuaries active with reinsurance firms. The Senior Actuaries Group meets during each CARe meeting to advise the two CAS committees primarily involved in reinsurance practice. CARe also conducts its annual business session during this meeting and elects new officers at that time.

 

Format

The seminar will consist of two general sessions as well as concurrent break-out sessions. Many of the breakout sessions will be offered twice to allow for smaller audiences and to keep scheduling flexible.

General Session 1: Public Sector Involvement in Insurance Markets: The Government as Risk-Taker

Federal and state governments are directly involved in a number of property and casualty insurance markets as risk-takers. Whether as a backstop, insurer of last resort, or the primary provider of coverage, the government generally fills gaps created when the private market cannot meet the full demand for insurance protection.

As a result, the government insures risk in a number of markets (including flood, terrorism, and other catastrophe risks) that are potential areas for private sector expansion, particularly in a soft market with excess capital. What challenges exist in trying to privatize government-held risk? More generally, what is the optimal role for the government in insurance markets? These questions and others will be addressed in the context of the current market environment and recent events, including the NFIP's decision to purchase private reinsurance coverage for the first time.

The conversation includes the impact of international regulatory regimes, the evaluation of company solvency and group supervision, credit for reinsurance and requirements for collateral, and accounting frameworks and tax policy.

This session will bring together regulatory experts from the State and Federal levels as well as speakers familiar with US insurance companies as well as the global reinsurance market. Specific topics to be discussed are the US-EU “Covered Agreement,” Solvency II impact for the US, State level reduced collateral initiatives, changes to solvency regulation, and potential changes to corporate and border taxes.
