The paper was submitted in response to the 2006 call for data management/data quality and discussion papers conducted by the CAS Committee on Management Data and Information. Papers were judged by a specially appointed committee that examined the originality of ideas, comprehension of complex concepts, and the contribution to literature among other qualities. The winning paper was published in the 2006 Winter Forum and is available on the CAS website.
