Paul: I too am missing pages 13-14 from NCCI's ERP which was part of the
Study Kit provided by the CAS. I do note that the last word for this
source's mention in the Syllabus says, "Excerpt," so it MIGHT be a good
presumption that we are not responsible for pp. 13-14. It probably would be
better if the Syllabus had identified specific pages as is done for most
other required readings (presuming I'm correct and the missing pages are
not some oversight). This would make for a good recommendation to the CAS.
In comparing the Study Kit version against my company's in house version, I
do note that the Study Kit also lacks pages A-17 through A-21, which are
"Schedule Rating Worksheets" for 5 individual states, similar to the one
for AZ on p. A-15, also apparently not required reading. Re your 2nd
question, I'll presume when you wrote "section 4" that you meant "Part
Four" and tell you this - in my company's version, there is a page
preceding the page headed, "INTERSTATE RATING DEPARTMENT ADMINISTRATIVE
PROCEDURES FOR INTERSTATE EXPERIENCE RATING," that's headed, "NOTICE TO
EXPERIENCE PLAN MANUAL HOLDERS". There are 2 paragraphs on this page, the
second of which gives a technical assistance reference. The first paragraph
reads: "Enclosed are updated administrative procedures for Interstate
Experience Rating which may be useful in better understanding the
Interstate Rating process. As a handy reference, this supplement may be
inserted in your Experience Rating Plan Manual." Based on this, my guess is
that this is not "old poop" but helpful info that the CAS feels would help
and thus is required, and perhaps not technically considered an official
part of the ERP Manual (perhaps because not reviewed nor approved by the
appropriate regulatory bodies). Again, specific page references in the
Syllabus would clarify, and your call to Arlington should eliminate any
confusion. It would have helped had the CAS included the "NOTICE" page and
further ambiguity has been created because NCCI's Table Of Contents does
not appear to be up to date. Hope this helps.
