Please refer to NCCI's "Basic Manual for WC & EL Insurance" - I'm looking
@ the 1996 Edition which has had various pages updated over time. Expense
Constants are covered on page R28 (Rule VI-D) and Minimum Premiums on R29
(Rule VI-E). I find no reference here for Loss Constants, perhaps because
they are not used any longer, at least not in any NCCI states (to my
limited knowledge). Nevertheless, Feldblum's Part 6 Study Note Reading,
"Workers' Compensation Ratemaking," contains some info on Loss Constants in
Section 12.B. Hope this helps.
