In NCCI experience rating plan, page 6, there is a procedure to
determine the limitation on total disease losses employed in a rating.
I don't see any significance of this section. It seems like all it's
saying is adding all disease losses together over last three years which
was suppose to be done anyway. This section is new to this year's NCCI
experience rating plan, but I don't see how the plan has changed because
of this. Is this a new rule or just something they are trying to
clarify?
