could you argue that you should receive credit because the actuary did not
fulfill their responsibilities? What standards of practice were not met
by the exam question writer in preparing you question?

Answer:
Unclear exam questions could be construed as an example of violations of
Actuarial Standard of Practice #9 which requires that actuaries (FCAS
question writers) take preventative measures to prevent misuse (ambiguous
interpretation by exam candidates) of information and/or Actuarial Work
Products (the 1997 & 1998 CAS Exam 7) by ensuring clarity in actuarial
aspects. Furthermore, ASP #9 states that waiver of fees (by volunteer exam
question writers) does not eliminate the need to observe the professional
standards.
