X/S Wind factor

Since I tend to get lost in the details, and miss the big picture, could
someone please tell me what's the reasoning between the two different X/S
wind factors (Homan vs. Burger). It's taking me forever to learn how to
compute them, but I guess I don't really understand them. Could someone
please explain the difference?
