If you are talking about Exhibit II column 8 and Exhibit III column 8, I
believe what Finger is weighting to 1 is not the relativity factor, but
the "adjustment factor" by which we will alter the current
relativity/base rate. Therefore by weighting to 1 we are weighting the
relativity factor itself by the current factor. Is there somewhere else
in the article he weights the relativities to 1?
