My question may seem insignificant, however I want to know if I am missing a
fundamental point. On page 38 of the Workers Comp study note, Feldblum states
that the phenomena of rising permanent partial cases, durations of disability
for temporary total cases is lenthening, etc. are rarely anticipated by the
claims examiners. His conclusion seems to state that because of the trouble
that claims adjusters have of predicting these occurrences, the paid link
ratios show increases.

Isn't it true that paid (not incurred) loss link ratios are unaffected by
claims adjusters "predicting ability"? His conclusion seems to be false. If I
am interpreting the paragraph incorrectly, please straighten me out!
