Hurrican Model Paper

Can anyone help with an explanation of Col (7) of Exhibit 6 of the
Hurricane Model paper.
Col (1) is the current relativity of the non hurricane loss costs. Col (6)
appears to be the experience based relativities. Why is the product of the
two, Col (7), the indicated relativity?

I am calling it relativity rather than the term used in the exhibit,
differential. Is there something in the verbage difference that I should
be aware of?
