For problem #28, the CSM gives answer D which I think is correct. On
page 5 of the Simulation study note, it concludes that the maximum
possible cycle length is m-1.

I don't have the Actex manual, but the explanation you said they give
doesn't sound correct. I just selected one shooter (A) and wrote out
the possible shot combinations --
RR,RS,RU,RV,SR,SS,SU,SV,UR,US,UU,UV,VR,VS,VU and VV. Of those, the
following combos would identify the shooter as A:
RR,RS,RU,RV,SR,SU,UR,US and VR. Nine combinations out of 16 will
identify the shooter.

I probably can't explain #29 very well, so maybe someone else can try.
