If a shooter is randomly selected and then fires two shots, we have 16 different
possibilities (4 targets and two shots = 4*4 = 16).

If we take shooter A, the possibilities to identified with certainy this shooter
are:

R,U U,R
R,S S,R
U,S S,U
R,V V,R
R,R

For shooter A, P[identified with certainy|shooter A] = 9/16.

We know that the 4 shooters have the same distribution of their shots.

P[identified with certainy] = Sum of P[identified with certainy|shooter i]
= 1/4 ( 9/16 + 9/16 + 9/16 + 9/16 )
= 9/16

Answer is D
