I got A. Not 100% sure it's correct, but I can tell you how I got it. I
assumed that if the number of claims per year was Poisson (Lambda), then the
number of claims per 2 years was Poisson (2*Lambda). Subbed into 1-Pr(S<3)
and solved for Lambda.
