Chapter 7 Parmenter

Could anyone explain problem 7-23 (pg 140) of Parmenter to me?
The answer is in the back of the book, but I do not understand
how they are coming up with it.
Specifically, what does X/l(35) {the 35 here is meant as a subscript}
represent? Why are X and l(35) not equal to each other?
And, what does the denominator of the final answer represent?
