I think it is interesting that for the most part the names of those who have
sent opinion messages so far on this discussion are those I have seen before
(those already involved in the process by choice). It is natural to have a
group of individuals who are more interested in serving in leadership of an
organization such as the CAS than others. How much would the process change
(really) if elections were held. Would the names of those involved in
committees and offices change? I am not sure they would to any great
degree. I personally would continue to operate in a read to keep current
and vote if it were available mode. This would allow other priorities in my
life, rather than choose to become highly involved or run for any office.
Others would wish to be involved and run for offices and volunteer for
committee involvement as they currently do.
My thoughts are that on MAJOR issues when the different sides are publicized
well enough and where voting is easily available, the majority vote does
work. It may at times obtain different results than a more concentrated
decision made by a central leadership. Perhaps if voting is a problem the
vote would need to have a certain participation rate before it could be
considered a valid result. In my opinion the difference between volunteer
leadership and politics is hard to determine when there are many qualified
individuals who are available. If a person is qualified based on past
experience, available time, and willingness to serve they will likely choose
to Volunteer or Run for office.

A personal side comment to some of the discussion on what was not working.
I think the partitioning of exams was allowing actuaries to have more choice
with their life. Possibly attracting some to the field versus the daunting
long exams. They could choose to take multiple parts to speed through the
exams or concentrate on a sub part and choose to spend time with other
interests. The lengthening of travel time may have been by choice for some.
