I think the nominating committee puts up one name, and any ten members can
put
another candidate. This option was exercised once and another time it was
almost exercised and at the last moment the candidate pulled out.
So it isn't like other possibilities are not available. It is just that the
path of adding candidates has not been taken by those who would choose to
run in
a competitive elections.
Also, I think you may be giving too much weight to just how much can any
president do within the one year span of his or her tenure. I can tell you
without fear of contradiction that that is not a great deal!! One is bogged
down with the million ministerial duties that it is a Herculean effort just
getting through a year of service. I believe that the true power of the
CAS
organization rests in the board --- with the president having perhaps "more
than one vote" by virtue of his or her office. Beyong that, it is what the
president can initiate that will be carried out by his successors.....
The system is filled with checks and balances so that the president's
authority,
in my opinion is quite well balanced.
Finally, I believe that often the issues that the Board or the president
will
face during his or her tenure are hardly known in advance. The longer term
issues are well known and almost perpetually on the table and subject to the
wisdom of the whole board.
I will be curious what arguments are advanced, at the end of the day, for
changes in the election system. My gut tells me that it is just that people
want
to participate DIRECTLY in the process -- and not because anything much
needs to
be done differently or that somethings need to be improved a great deal.....
We shall see.
