I think the Taylor reference you are looking for is "Separation of Inflation
and Other Effects from the Distribution of Non-Life Insurance Claim Delays" in
ASTIN Bulletin, Volume 7, Number 3, (1977), pp 323-336. An excellent paper and
an interesting approach. I have used a variation of that approach for years
and it gives a unique perspective to reserving problems. Contrary to Ms Sims,
I am not selling any software to implement it. You really do not need any
fancy tools, the paper is well written and straight-forward, very easy to
implement on your own.
