There are three papers you may want to read. Two are on the current Part 8
syllabus. 1. O'Connell, J. and Joost, R.H., "Giving Motorists a Choice Between
Fault and No-Fault Insurance," Virginia Law Review, February 1986. 2.
Abrahamse, A. and Carroll, S., "The Effects of a Choice Auto Plan on Insurance
Costs and Competition," CPCU Journal, Vol. 51, No. 1, Spring 1998. Both of
these came in the study kit. If you don't have access to them, I can send you
copies. The third paper is a study presented at the June NAIC meeting comparing
the costs of tort and various forms of no-fault. You can get this by
downloading from the NAIC site.
