professionally administered exams

level of accountability students are demanding (and with some justification,
in my opinion) if you have the exams administered by a panel of

My comments:
I would have thought we always want to be completely self-administered.

I am still writing and fully accept the "imperfections" of the process because
it is administered by volunteers doing it in their free time. I can't imagine
non-actuaries marking the exam and/or setting the pass mark and certainly don't
believe we would ever want that.

But, perhaps the administration process itself can be improved and somehow a
separate organization could help in some steps.
