I agree that the note from Mike importantly lays out two separate issues.

1) We can all agree sending out a not finally approved list should NOT have
happened. We can all agree that a full explanation must be given. I am a Part 8
taker and I willing to propose that I do not need the full explanation now. The
first priority is to get out the finally approved list and I don't think "a real
explanation" needs to be given yet. I also propose that it was certainly a very
poor mistake, but not nearly as bad as sending the official pieces of paper out,
and having them be a mistake. We all want the results as soon as possible, but
this just adds fuel to an old friend's opinion that its not final until he has
the piece of paper in his hand.

2) The second issue is a lot of guessing as to "what happened" and "the pass
mark". There have been several prior explanations as to the process to
calculate the mark and it theoretically does consider that people might have
been studying harder because this is the year before the change. It also
theoretically does consider that only better prepared people did write this exam
and thus more wrote Part 10. That is, after all, why the passing percentage does
vary. But, heh, that is all a very difficult line to draw. This issue doesn't
mean the system doesn't work--it means a one-time mistake happened.
