There are methods to do the fitting in SAS, either using PROC NLIN or
by writing macros or other iterative methods, to fit distributions.
If you need more advice, please contact me separately. The idea is
to just code a fitting algorithm. SAS is powerful in that functions
per se, including probability SAS functions, can be employed in the
algorithm.

Please contact me directly for more information, unless you deem it
worth of "posting."

As to your other questions, I prefer to reserve comment to a later
time.
