I am in a somewhat unusual position, but I agree with your general
viewpoint.
I am an FSA with almost 30 years experience in life and health
insurance, but the last 11
years have been primarily devoted to property/casualty. I am not a CAS
member.
When I do P/C work, I follow these principles:

1. If I am asked to do something outside my actuarial expertise,
I reject the assignment and say why.

2. If the assignment is within my experience but I am uncomfortable
with
doing it alone, I seek the counsel of an FCAS in our office and
so
acknowledge this in my report to the requestor.
