In response to the original question, I have seen occurrences of
"reversals" whereby development factors for higher capping thresholds
are lower than factors for lower thresholds for work comp. (in
particular, the $25K and $50K capping levels).

If you're interested in reading up on the topic of excess loss
development, one recent article I've seen is in the Journal of Actuarial
Practice (Volume 4, No. 2, 1996) and is entitled "Methodologies for
Determining Reserve Liabilities in the Workers Compensation High
Deductible Program," by Jerome Siewert.
