Comments Invited on Workers' Compensation Ratemaking:
A Handbook for the Pricing Actuary (Draft)

The CAS and the Actuarial Foundation are jointly sponsoring the creation of a textbook titled Workers' Compensation Ratemaking: A Handbook for the Pricing Actuary. The textbook is being authored by Sholom Feldblum.

As indicated by its title, the textbook will be geared to practitioners. It culls the best procedures from actuarial and finance practice, with clear exposition, full illustration, and student exercises.

The textbook is organized in three volumes:

  • Volume 1 covers class ratemaking: trending, development, current rate and benefit levels, residual market burdens, assessments, expense gradations, rate indications, class pure premiums, incentive effects of benefit changes, economic influences on loss costs, and class dimensions.
  • Volume 2 covers experience rating, retrospective rating, large dollar deductible policies, and reserving for accrued retrospective premiums.
  • Volume 3 covers financial pricing (return on capital, internal rate of return, net present value, discounted cash flow), federal income taxes, and investment strategy.

Your Help is Needed
At this point in the textbook's development, we are posting the chapters of the textbook on the CAS Web Site in order to give CAS members and others a chance to review the text before it gets published. The text covers all aspects of ratemaking and pricing, and it discusses the work of about 50 other CAS members who have written on the subject. The author has made hundreds of major changes already based on feedback from other actuaries, and hopes to receive and incorporate additional feedback before the textbook is published.
